Local Authorities can make an Article 4 Direction to require people to apply for planning permission for development which would normally benefit from permitted development rights.
Examples of Article 4 Directions might be to restrict change of appearance to buildings in a Conservation Area or restrict property owners changing offices or shops into flats or houses.
