Appeals are handled by the Planning Inspectorate where an Applicant can challenge any decision made by a Local Planning Authority (LPA). There are three routes:
- – written representations
- – a hearing
- – Public Inquiry
Appeals can also be made when the LPA fails to issue a decision within the timescales, or against conditions attached to a permission, or against the issue of an enforcement notice.

There is no third party right to appeal in England.
