The Development Plan comprises many documents – the most common is the Local Plan.
Each Local Authority is required to maintain an up to date Local Plan that aims to deliver enough housing and employment development (among other things) to meet the needs of its administrative area.
When reviewing the Local Plan (usually every 5 years) there is an opportunity to promote sites for allocation for development and to influence other Local Plan policies.

Barker Parry Town Planning Limited have provided the planning advice required for delivery of the remaining circa 950 residential units at the Newhall Phase 2 development in Harlow. Having completed the contract to secure the site in December 2016 reserved matters planning applications were submitted for a new road junction onto London Road, and main infrastructure works on 27th March 2017 and 23rd May 2017 respectively. Reserved matters planning applications were then submitted for the Phase 1A development of 170 residential units and 5 commercial units in June 2017, and for phase 1B comprising 136 residential units in December 2017. All four applications were successfully determined in circa 14 weeks and construction activities have commenced on site. Works remain ongoing for the planning design of the remaining phases of development and the team remain on programme for submission of the next reserved matters application in August 2018. Barker Parry Town Planning Limited’s professional approach has been instrumental in enabling us to achieve our programme dates for this development and they have worked very effectively with all members of the team throughout.
